For a salt of any weak acid, we have to apply salt hydrolysis equation to get the pH of that solution. The equation is:

pH=7+\frac{1}{2}\, pK_a+\frac{1}{2}\, log\, C

C is the salt concentration. Now,

pKa = - log (1.8 x 10-4) = 3.745

Thus,

pH=7+\frac{1}{2}\times 3.745+\frac{1}{2}\times log(0.10)=7+1.8725-0.5=8.37

So, the pH = 8.37
