128.171.17.12 address is from class A and default subnet mask of class A is 255.0.0.0 but the subnet part is 171.17 will change the subnet mask to 255.255.255.0 because if you perform AND operation on this address with subnet mask then you will get the network address.

128.171.17.12
255.255.255.0 AND operation
---------------
128.171.17.0

or 255.255.255.0 can also be written with slash notation which is /24 as 255.255.255.0's binary conversion is 11111111.11111111.11111111.00000000 now if you count there will be 24 1s and thats why it is /24
