Solution:

If the test is two tailed then the null and alternative hypotheses is:

H0:\mu_{1}-\mu_{2}=0

Ha:\mu_{1}-\mu_{2}\neq 0

If the confidence interval does not include 0 then the difference is statistically significant because the range is excluding no difference.

Therefore, if 0 lies in confidence interval then the difference is not statistically significant. In this case we fail to reject H0.

Hence, Fail to reject H0 in a test of hypothesis where H0:\mu_{1}-\mu_{2}=0
