In single-stage cluster sample, we have to select the cluster randomly and than data is collected from the selected clusters. Here we have to first select the cluster. this can be done by selecting city blocks randomly from the different districts in the community and after selection we have to collect the full data from the cluster by giving all residents in the block a copy of the quiz to complete. Notice that in option A and B the while selecting city blocks the different district is not meantion. Thus this may lead to conclusion of only one district. But here she is interested in the city residents are of current mall shopping promotions and that include different districts. So option D is correct.
