According to the given data, we have,

E = kW

where 'k' is a variational constant.

Now when W = 19 then E = 3. So we have,

3 = k*19

i.e. k = 3/19

.

Now when W = 14 then we have,

E = (3/19)*(14)

i.e. E = 42/19
