X \sim Bin(n = 13, p = 0.697)

a) The probability here is computed as:
P(X <= 7)

This is computed in EXCEL here as:
=binom.dist(7,13,0.697,TRUE)

0.1716 is the output here.
Therefore 0.1716 is the required probability here.

b) The probability that 8 or more consumed alcoholic beverages is computed here as:
P(X <= 8) = 1 - P(X <= 7) = 1 - 0.1716 = 0.8284

Therefore 0.8284 is the required probability here.
