Unemployment= Cyclical Unemployment+Natural Rate of Unemployment.

The above given equation tells us that unemployment in the economy is the sum of cyclical unemployment and the natural rate of unemployment in the economy.

Now if cyclical unemployment is positive and we know that natural rate of unemployment is also positive (because natural level of Unemployment always exist in the Economy), then the unemployment in the economy is above the natural rate of unemployment. This we can see from the above given equation.

Hence, option b is correct.
