The graph do represents a normal distribution, there is no doubt in it. It is because of the shape it has, a proper bell shape.

Now mean of a normal distribution is the point in x-axis for which the curve attains it's maximum value. See here the peak of the curve is at x=4. Hence the mean is 4.

Now for a normal distribution with mean=m and standard deviation =s, the point of inflections are the m+s and m-s. Point of inflections are the points where side curves of the bell are.

Here the inflection points are 2 and 6. Here mean, m=4. So we get, m+s=6 and m-s=2. Hence s = 2. So standard deviation of the distribution is 2.

Answer: yes, the graph fulfills the properties of the normal distribution. The mean is approximately 4 and the standard deviation is about 2.
