C. In the 1st case the generation of E is not possible (see the stereochemistry of epoxidation from the pic). All other can be synthesized using trans-2-pentene.

D. E2 elimination proceeded via anti mechanism that means base attacks from the back side of the leaving group. In the structure of A the Hydrogen and the Br (leaving group are the same side, Syn) So it can not give the E2 elimination. All other structure have at least one hydrogen anti to broom such that it can generate a tetra substituted olefin.
