To find the maximum shear stress we have to find the location of maximum torque in the shaft. From torque diagram se know that maximum torque is in the section BC. Then by torsion equation we can find the maximum shear stress in the beam. To find the angle of twist we can say that total twist at A will be the sum of twist in both sections.
