At the boundary between n1 and n2,

the light ray deviates away from the normal(perpendicular to the boundary), after refraction. Therefore the bottom slab must be lighter than the top slab. Also, the deviation is large. Therefore n1 >> n2

At the boundary between n2 and n3,

the light ray moves closer to the normal(perpendicular to the boundary), after refraction. Therefore the bottom slab must be denser than the top slab. Therefore n3 > n2

Therefore, the ranking of slabs will be: n1 > n3 > n2
