For a resistor first two colours gives the significant figures

third colour gives multiplier

fourth colour gives tolerence

The colour code of the resistor is

Red,Red,,Orange

Red

Signficant figure = 2

Multiplier = 102

Orange

Signficant figure = 3

Multiplier = 103

Resistance

Red Red Orange

2 2 103

So resisitance = 22*103 \Omega

Resistance = 22 K\Omega

No colour for tolerance, that is tolerance is 20% less or more than the calculated value

Smallest value of Resistance

R = 22 K\Omega - (22 K\Omega*(20/100))

R = 22 K\Omega - 4.4 K\Omega

R = 17.6 K\Omega

Result

Smallest value of the resistor

R = 17.6 K\Omega
