1.                  Yes.  This is a long-term decision, with cash flows that occur over a five-year period.  Given that the cash flows have a “value” dependent on when they take place (e.g., cash inflows that occur in earlier years have a higher time value than cash inflows that take place in later years), discounting should be used to determine whether Community Challenges should outsource.
