The standards of the Ethical conduct state that the significant ethical issues should be discussed first with an immediate supervisor, unless he is involved in th eethical issue. If the satisfactory results cannot be achieved, then the issue should be submitted to the next management level. If your immediate supervisor is the Chief Executive officer of the firm, then you should submit the issued to the groups such as the audit committee, executive committee, Board of trustees or owners, Board of Directors etc. If you want to contact with the higher levels to your immediate superior, then you have to do it with your superiors knowledge unless the superior is involved in the issue.

Hence the correct option is 'Submitted to the next higher managerial level"
