The statement is false.

As with the increase of distance from the nucleus, the attraction between protons and electrons in different orbitals decreases. The valence electrons are present far most from the nucleus. Therefore the valence electrons feel less attraction with the protons as compared with the inner shell electrons.

So the energy of electrons increases with the increasing distance from the nucleus. Therefore valence shell electrons have highest energy.
