News reports over the past several years have disclosed that the National Security Agency (NSA) and/or other federal agencies are monitoring the phone records and internet activity of possibly all citizens as part of a massive effort to protect the United States from terrorist attacks.

One of the most important responsibilities of a government is to protect the rights and liberties of people under the social contract but there is another bigger responsibility that the government shoulders, which is protecting the citizens from both internal and external threats. Today, at the wake of extreme terrorist attacks and threats, the government’s responsibility of providing a secure space for the citizens have increased multi-fold and that’s why, the defense budget becomes the top priority every year. On the other hand, citizens should cooperate with the government to search and seize things and people because this is a onetime inconvenience but if a terror attack happens, it would affect the entire country. Alternatively, the government should also take extreme care not to trouble the citizens every other day in the name of searches.
