Unemployed people = 3 million

Total Labor Force = Employed People + Unemployed people

                             = 67 + 3 = 70 million

Unemployment Rate = unemployed people / Total labor force x 100

                                   = 3 / 70 x 100 = 4.28571 % or 4.29% ( approx. value rounded of to 2 decimal points.)
