The practice of China can be considered as dumping because of the fact that it is dumping steel at very low price when compared to that of the domestic price of the United States and this practice is called dumping and in order to counter this the country imposes anti-dumping practices all in all and this can actually be brought to the WTO under the dispute settlement body so that this issue can be resolved all in all and therefore

(B) is the answer to this question
