The order of stability of carbocation is as follows: Benzyl> allyl>tertiary> secondary >primary CH3 H3CCH-CH3 CH3 OH In the first step it loss H20 by protonation to form carbocation which is secondry but tertiary is more than secondary .by 1,2 shift of methyl group it coverted it to tertiary carbcoation which lose H+to from II product. If intermediate with secondary carbocation by losinf H+ to from I product. but tertiary is more than secondary thus the major product is II product.
