COD is the total measurement of all chemicals in the water that can be oxidized whereas BOD, in a sense, measures the amount of food or organics that bacteria can oxidize.

COD should always measure higher than BOD but in some case, for example, as we know that the basis for the COD test is that nearly all organic compounds can be fully oxidized to carbon dioxide with a strong oxidizing agent (dichromate) under acidic conditions.Dichromate does not oxidize ammonia into nitrate as the case in BOD measurement. So, for sample rich with ammonia there is a possibility of getting higher BOD value than COD.

But generally COD is higher than BOD.
