Spillover benefit means that social marginal benefit is more than private marginal benefit. An example of positive externality is social distancing during COVID. Social distancing not only has benefits fo the individual making the choice to socially distance themselves but also the community.

Positive externality causes underallocation for society as SMB > PMB.

The government should subsidise activities which cause positive externality.
