The molecular formula shows the exact composition of the constituent atoms in the compound , but the empirical formula shows only the simplest ratio of these elements.

So N2O4 is not the empirical formula because the simplest ratio of its constituent atoms will be 1 :2.

Then the empirical formula of N2O4 will be NO2.
