To achieve noble gas configuration, Hydrogen(H) needs duplet structure for that it needs one more electron to its valence shell to get the configuration of nearest noble gas Helium(He) where as chlorine(Cl) needs octet in the outermost shell for that Chlorine needs one more electron to its valence shell to get the configuration of Argon(Ar).

H has one electron in its valence shell , If 1 electron is added then it has 2 electron in valence shell which lead to give the configuration of He . and structure is Duplet.

Cl has 7 electron in its valence shell , If 1 electron is added then it has 8 electron in valence shell which lead to give the configuration of Ar the structure is Octet.

Octet: valence shell will get 8 electron to get the noble gas configuration and duplet means the valence shell will get 2 electron to get the structure of noble gas Helium.
