The elements from 20-29 are transition metals. Their outermost are in the 4s shell and the inner 3d shell is being filled up as the atomic number increases. Ionization energy is the energy needed to remove the outermost electron. Since all the outermost electrons in these elements are in the 4s shell, they experience the same force of nuclear attraction since there is no much variation in the atomic radius. Also, as the atomic number increases, there is a decrease in radius that increases the ionization energy, but this increase is balanced by the decrease in ionization energy due to increased shielding effect.
