VC% predicted means the amount of air that can be maximally and forcefully expired, after maximal inspiration.

FEV1% predicted means the amount of air that can be maximally and forcefully expired in 1st second during FVC manoeuvre.

In the data provided, VC% decreased, but FEV1% is increased. This type of lung function is seen in restrictive lung diseases like interstitial lung diseases, fibrosis of the lungs.
