First, start with the Lewis diagram
1. Count the valence electrons. 6 + 14 = 20
2. Draw the Lewis structure and complete the octet of the terminal atoms (F).
3. Count the electrons. (16)
4. Place the remaining electrons on the central atom (2 lone pairs)

Te has two bonding pairs and two lone pairs which gives it tetrahedral electron pair geometry, and makes the molecule bent at an angle slightly less than 109.4.

Since the bonds are polar - F is much more electronegative than Te - and the molecule is bent, then TeF2 is polar. Te has a slight positive charge and the F's are slightly negative.
