The top-down approach rests the central decision makers at the top, who characterize clear policy, goals and progressively manage the way toward incorporating these goals

The top-down approach for policy implementation have few inconveniences and isn't perfect for all companies and policies , in top-down policy implementation ideas studied and analyzed carefully before putting infront of workforce.employees seems less motivated and loyal. The top down approach does not focus on the whole policy process, but merely on outcome.in which leaders often  uses ambiguous language and contradictory goals

The top down approach is that it places so much emphasis on the role of the strategic leaders or top managers and ignores lower level people

Yes the bottom up approach emerged as a critical response to the shortcomings of the top down method says the implementation process is not as structured and predictive. This approach dismisses the possibility of top down. Consideration away from the entertainers at the top or focal point of the framework to the relevant and field on-screen characters

A bottom-up management approach have the risk that workers will try untested ideas without knowledge and experience.necessary to do so effectively. When number of employees are empowered to make decisions This can cause disharmony,conflict effect work flow and productivity.
