In the given structure

the bolded atoms are Si and Ge

both the atoms are bonded together by a double bond

the hybridization for both the atoms are sp2

the geometry would be trigonal planar, with bond angle of approximately 120 o

The Si=Ge bond is polar due to the bulky groups Dipp, which does not let the four groups attached to the in the same plane. The groups on Si and perpendicular to the groups attached to Ge.
