Rising of water in capillary is due to strong adhesive force between glass and water molecules.

Now in soap solution , one end of each soap molecule attracts water molecule and disturbs the cohesive force of water and surface tension of water decreases. Soap molecules also distrupt the adhesive force between water and glass . Due to this height of soap solution in glass tube will be lower than that of water in same capillary tube.
