Firstly, have a communication plan. This plan would help you effectively communicate among employees belonging to different group as well as facilitate upward and downward communication.

Secondly, link them together using a common goal, i.e. provide one goal to all the teams. Thus, they would all be focused towards achieving one target. As a result, they would work together to achieve their goal.

Further, inculcate a feeling of togetherness and teamwork, wherein the employees belonging to different team co-operate and co-ordinate freely. There is a family-like feeling where each member supports another. Thereby, bringing about an organization's culture change.

This must be followed with group activities and team meetings which will facilitate communication.

The managers must motivate their staff. Employee empowerment is a powerful strategy used to motivate employees so that they take up their responsibilities and have authority over their work. Also, job rotation could be used in this scenario to reduce boredom and increase assimilation into other teams.
