   An average starting salary of 40000 means there are people who have earned more then 40000 and even less then 40000. One cannot say how high or how low was the starting pay nor the number of people above or below 40000.

But, one can say that there is atleast one person who would have earned more than 40000 or atleast one person less than 40000.

Hence answer: Last year atleast one of their clients had a starting salary atleast 40000.
