It is estimated that the cost of an operator is $10 per hour, counting fringe and miscellaneous items. The practice used in this company for changing normal to standard time was to add the sum of allowance percentages to unity and then multiply the normal time by this amount. Normal time for a job is 10 minutes per cycle.

a. A consultant informed the company that the normal time should be multiplied by one and divided by one minus the sum of the allowance. What is the difference in the labor cost per piece (or cycle)?

b. Decide whether the company’s former practice or the consultant is correct and support your answer.

c. Another consultant told the company that the unavoidable delay allowance should only be applied to the actual time the operator is not on personal allowance or resting from fatigue. How many fewer minutes of allowance time would result per 8-hour shift using this calculation than by applying the same allowance percentage to the entire shift?

Company Practice: Labour Cost per Cycle = $10*10/60*(1+0.07)=$1.78

As per Consultant View = $10*10/60*1/(1-0.07)=$1.792

B. The View given by the Consultant was Correct because the labor time available will be considered as part of the Cost of the Company. That means the time required i.e. 10 mins for each cycle will be available after deducting 7% of his total working time.

C. 2nd Consultant View: Total Shift = 8 hours = 480 mins

Labour minutes available = 480*(1-0.07) = 446.40 Mins

Idle Duration = 480-446.40 = 33.60 Mins

1st Consultant View: Labour minutes available = 480*1/(1+0.07) = 448.60 Mins

Idle Duration = 480-448.60 = 31.40 Mins

Savings in allowance minutes during an 8 hour shift = 33.60 - 31.40 = 2.20 minutes
