Answer: The atlas lacks a vertebral body.

Explanantion: The vertebral foramen extends into the area where other vertebras have their body in case of atlas vertebrae. Atlas articulates with axis to form atlanto-axial joint which is a complex joint in which the posterior surface of the anterior arch of atlas articulates with the front of the odontoid process of the axis along with articulation at the dens. The skull rotates on both atlas and axis. The function of transverse ligament is to prevent the anterior displacement of the odontoid process.
