Less substituted alkene is less stable. Here, the substitution is consider at double bonded carbon atoms.

In structure I, One of the double bonded carbon is bonded two substitutions and the other has no substitutions ( bonded to two hydrogens only).

In structure II, each double bonded carbon has one substitution.

In structure III, one of the double bonded carbon has one substitution and the other has two substitutions.

So, the compound I is least stable.
