Answer #1

In which case I can not use the Central limit theorem for means?

Answer :

The Sample size n is less than 30 and the data is not normally distributed.

Central limit theorem for means is applicable if the population is normal(data is normally distributed) irrespective of the size of the sample size.

Central limit theorem for means is applicable even if the population is not normal(data is not normally distributed) provided the sample size is sufficiently large i.e sample size > 30.

Therefore,

Central limit theorem for means can not be used when The Sample size n is less than 30 and the data is not normally distributed

The Central Limit Theorem tells us that the sampling distribution of the sample mean can be approximated with a normal distribution for “large”n as n gets bigger, the sample data becomes more like the normal distribution if the data comes from an (approximately) normally distributed population, then the sample mean will also be (approximately) normally distributed the minimum variance unbiased estimator is the "best" estimator for a parameter
