As we know that a high pitch sound corresponds to a high frequencysound wave and a low pitch sound corresponds to a low frequency sound wave.

As per the doppler effect, if the frequency is increasing, the source is coming closer to the observer.

Since here the pitch has been decreased then the ambulance is moving away from the observer that means "me". So 'a' is true.
