For nucleophilic attack there must be positive charge present. Now reactivity depends on whether the charge is nutralise by any other molecule or not.
Now, in B compound we can see that 2 methyl groups are present and they both nutralise the charge generated on carbon so in B it is very less reactive towards nucleophilic attack.
