Since tickets are pulled with replacement hence each time a pull is made from the bag, there are total 62 tickets with 31 blue and 31 red. Hence prob of pulling red will be same for each pull independent of previous pulls.

P(red in 21st pull) = red tickets / total tickets = 31/62 = 0.5
