Yes, it is appropriate to do statistical sampling because we know that the population is not normally distributed, but we need large enough sample size for making statistical sampling possible.

we know that all the samples are normally distributed when the population is normally distributed, but when population is not normally distributed, then we need at least a sample size of more than 30 samples. Sample size of more than 30 makes it possible to apply normal distribution conditions.

That's why it is appropriate to do statistical sampling, even after F distribution.
