Just after the American Revolution, the US mlitary were too weak and war-weary to go fight another battle. Also, US was economically unstable to fund another war , just yet. Also, helping the French would mean going to war drectly against Spain, Prussia, Netherlands and Britain. And neutrality was the best option for US at the time, as trade with Great Britain was extremely crucial to its stability and survival and leaders of US wanted to ward off any potential acts of foreign aggression. So, the correct options are a,c,and d.

This affair caused an unoffical naval war , where the French treated US as hostile, after it signed a trade treaty with Britain known as Jay's treaty in 1794. When Americans went to negotiate a treaty with France, there were three French Diplomats, given the nicknames, X, Y and Z, went on to ask for bribes to begin the negotiations.
