1.Addition of water to Alkyne will adversely affect the IR of the compound as now, Alkyne has been hydrated to a ketone. So initially, if the IR spectrum of the compound in bottle (ie an Alkyne) gave a peak at 2200cm-1, it will now give a peak at 1715cm-1( ie a ketone).

2.Yes IR can help to differentiate between the two compounds due to the presence of different functional groups ( one is an alcohol and other is an alkene).

The peak of oh is at 3300cm-1 while that of an alkene is at 1680-1640cm-1 of c=c along with a peak at 3000-3100cm-1 of C-H.
