These two structures are different compounds and they are constitutional(strucrtural) isomers.

since both have same molecular formula(C6H10Cl2F2), they can be structural isomers. And since there is difference in connectivity of chlorine and fluorine in both compounds(ie, one compound contains 2 chlorine atoms on same carbon and another contains 2 chlorine atoms on different carbons(the same for fluorine atoms)), they are different ones.

These structures are not mirror images. So cannot be enantiomers.

They are not same compounds due to differenc in connectivity.

They are not diastereomers, since there is difference in connectivity of chlorine and fluorine in two compounds. In case of diastereomers there must be have change in the spatial arrangement only, not in connectivity.
