Generally electrophiles are electron deficient or positvely charged. If an atoms has negative charge or loan pair of electron they can act as nucleophile.

CN- and NH2- are having negative charge and NH3 has loan pair of electron. The above three can not be electrophile. H3O+ has positve charge that can act as electrophile.

Hence option B is correct answer
