As the mass transfer term C increases linearly with Mobile phase velocity

The parameters A,B, and C depend on many factors including the mobile phase , column packing particle size , pore sizes, temperature diffusion coefficient etc so not on the stationary phase only.

The longitudinal diffusion term is also dependent on

diffusion coefficient and temperature so it can't be constant

The term A= 0 for column which are not packed.
