In step i., the given tertiary alkyl halide reacts with Mg in presence of diethyl ether to form grignard reagent.

In step ii. and iii. the grignard reagent reacts with solid CO2 followed by an aqueous acid work up (H3O​+) to form a carboxylic acid which contains one carbon more than the original tertiary alkyl halide we started with as shown.
