All given species F-, Ne, Na+, Mg+2 contain 10 electrons.

The fluorine (Z=9) has one more electron than in its elemental structure and is represented by the minus charge. It indicates fluorine acquired one electron and converted into fluoride ion having 10 electrons. F- = 9+1 = 10 electrons.
