Internal recruitment refers to filling the vacancies within the candidates in the organization. External recruitment refers to the filling the vacancies by conducting the interviews from the outside applicants. In some cases it will be beneficial to fill the vacancies by the candidates in the organization itself because organization knows the nature of the candidate and their working skills. This will be carried out to fill the hire cadres by promoting the employees. If the organization wants to recruit the employees for the lower cadre then external recruitment will be helpful because interviews will be conducted and candidate will be selected according to the organizational objective.

Yes, according to my point of view organization should consider the internal candidates before the external recruitment. It will be helpful for the organizational growth because internal candidates know the organizational goal from many years and they also strive to achieve the success.
