Red cabbage contains a water soluble pigment called anthocyanin that changes colour when it mixed with an acid or base. The pigment turns red in acidic environment and turns bluish green in basic or alkaline environment. So as the colour of the solution remain unchanged after addition of 10 drops of red cabbage indicator, the solution is a neutral solution.
