Can an employer use poor performance as a reason to give an employee a shorter notice period? Explain.

The employer can justify the dismissal of an employee for his /her misconduct off duty hours if such conduct significantly tarnished the public image of the organisation and the impact of the act would be long lasting. An example is when a full time spiritual wellness expert with a leading news channel is found to be involved in molestation of a client while at home.

Yes. The employer can give an employee a shorter notice period for poor work performance, but the employment would deem to be ended on the date of correct notice period and the employer will have to pay him/her up to that time.
