By conservation of linear momentum we have,

60 x v = 85 x 8.5

v = 12.04 m/s is the velocity of running person initially before collision.

The collision is perfectly in elastic as both the body after collision travel together and there is a loss of energy in internal forces to get the combination moving at common speed.

The speed attained by person initially is somewhat less practical as fastest human speed recorded till now is around 10 m/s only.
